Can artificial intelligence ever truly grasp 'meaning,' or is it merely simulating the surface level of human thought?

Let's begin by drawing a distinction that often gets lost in the breathless excitement surrounding generative AI. Large language models are extraordinary pattern-recognition engines. They detect statistical regularities across unimaginably vast corpora of text. But statistical regularity is not the same thing as meaning.
From a cognitive linguistics perspective, meaning is not located in words themselves. It arises from embodied experience. Our conceptual system is grounded in perception, action, interoception, social interaction — in short, in being organisms moving through a physical and social world. Concepts such as grasping an idea, feeling up, falling into depression are structured by bodily experience. Language reflects that structure.
A generative AI system has no body. It does not perceive. It does not act. It does not experience hunger, gravity, embarrassment, attachment, loss, or desire. What it has access to is textual artefacts — traces of human meaning-making.
So when we ask whether AI “understands,” we must be careful. It produces outputs that look like understanding because it has learned the distributional patterns associated with meaningful language use. But it is operating at the level of form, not lived conceptualisation.
Now, that doesn’t make it trivial. Simulation at scale can be astonishingly convincing. Humans are exquisitely sensitive to coherent linguistic behaviour. If something responds appropriately in dialogue, we are predisposed to attribute mind to it. We are social cognition machines; we infer agency readily.
But attribution is not the same as possession. Meaning, as we understand it in cognitive science, is relational and embodied. It involves intentionality — being about something in the world — and it involves stakes. Human utterances are embedded in goals, needs, vulnerabilities, histories. When I say “I’m worried,” that utterance is tethered to physiological states, future-oriented simulations, social consequences.
An AI system does not worry. It predicts the linguistic continuations associated with the discourse pattern of worrying.
So can AI ever “truly” grasp meaning? That depends on what we mean by grasp. If we mean internal statistical modelling of linguistic behaviour, it already does so at remarkable levels. If we mean phenomenological experience, embodied intentionality, or affective stakes — then no, not in its current disembodied form.
The deeper issue is this: meaning is not just computation. It is lived orientation toward a world.
Unless artificial systems are integrated with perception, action, vulnerability, and social embeddedness — unless they become something closer to autonomous agents inhabiting environments — what they will possess is increasingly sophisticated simulation.
And that may be functionally sufficient for many tasks. But simulation, however dazzling, is not the same as being.
